[TYPO3-debian] 4.0.x localconf.php not found: solved in development version?

Hi,

I just freshly installed typo3, v4.0.2 packaged for Debian (it's the most 
recent available) 
and I run into the "missing localconf.php" bug [1]
Is switching to the very latest version a solution to the problem?
Would you know if an experimental package, 
with a more recent/fixed version is available (Debian packaged only)?
