[Typo3-debian] mod_rewrite does not work

when i activate the htaccess file that comes with the t3 installation and
the simulate static document feature in the installation tool i get this
error: not found, the requested url /25.0.html was not found on this server.

i suppose the content of htaccess is correct for this standard process.
