[Typo3-debian] Install error ("Install Tool is not loaded as an extension")?!

I can confirm this. The only time I've seen this error message, my hard disk
was full and localconf could not be written anymore. So the suggestion is
not a joke, btw.

Anyway, I think the problem is not Debian specific.
