Yes. 

Maybe even the whole php4 packages, because php4-mysql itself depends on at
least some on them.

But even then you "only" receive the mysql which was compiled into
php4-mysql by the debian php4-mysql package maintainers. This mostly won`t
be of the same version as the latest true "mysql" package version.

Another point: The builtin mysql is only useful to php scripts - not for
other software. But that depends on what you want to do with mysql.
