Well, "builtin" means your mysql is hard-compiled into you php. Only if you
recompile or debian package maintainers use a new mysql verions when they
compile the new binaries, you will get a new mysql version.

That`s why i would suggest an external solution. You can use / upgrade mysql
and php independent from each other.
