[Typo3-debian] php-curl package dependency

Hi,

I'd like to strongly recommend to add "php4-curl" to the list of
suggested packages for "typo3-env".

It's required to be able to use libcurl. You need curl e. g. to
connect to the extension repository while sitting behind a proxy.
