Not really. But it's not a problem since you don't execute the script itself
but the parser (Apache/PHP).

Yes. If you look at the files you'll see that they belong to the group
'www-data' (which is the Apache). It's simply required that this group can
read the files plus write some others (typo3temp/, localconf.php, etc.).

Bottom line: It's not a problem.
