[Typo3-UG CH] No Web/Templates in BE with V3.8.0

Hello out there,

I just wanted to follow Robert Meyer's "Praxiswissen Typo3" to create my
first Typo3 page.
But I cannot create a Template because it seems, that in V3.8.0 the
extension from TS no longer exists.
When I search in the Extension Manager for those tstemplate, I will only get
some docs.

Has anybody an Idee what I am doing wrong not to have the Web/Template entry
?
