Vielleicht hat das dummy-paket in der 3.7.1 Version noch einen bug....
Kannst Du mal die Zeile der Datei localconf.php im Verzeichnis typo3temp 
posten, die mit

$TYPO3_CONF_VARS["EXT"]["extList"]


anfängt?
