[Tycon3] Talk about accessibility

Hi,

I changed it into a tutorial as Claudio is already doing a speech about
it and I wanted to focus on the practical things. Therefore a hands-on
tutorial is the better way.

I don`t think it makes much sense if I dive into the depths of TS and/or
TV just talking. Better we reach some goals together and you can follow
every step in some expample scenario.
