You can also seriously think about using flash (I prefer Flex)
as the GUI for the BE. Flex interfaces can be build accessible.

I didn't check the license very well, but I do think it's possible
to supply the source (mxml files) and compiled code without licenses.

This will save you a whole lot of trouble. Then you can make a service  
oriented
backend without thinking to much about rendering details much like
now with CSS/JS/HTML and concentrate on business rather then details.

give it a thought... it's really not a bad idea...
