[FLOW3-general] Scripts::executeCommand - Undefined index: core

Hi

I try to put

TYPO3:
   FLOW3:
     core:
       context: 'Development'
       phpBinaryPathAndFilename: '%PHP_BINDIR%/php'
       subRequestEnvironmentVariables: []

But I still got the same error.
Did I get what you mention on FLOW settings is wrong?
